Courses on Budgetary Processes and Reforms
Courses on Budgetary Processes and Reforms are central to the development of sound budgetary processes, and focus on historical legacies, institutional frameworks, budget cycle, budget documents, classification details as well as reform initiatives. The Latter includes modules on the FRBM Act passed by parliament in 2003,Outcome Budget and Gender Budget as well as other important reform initiatives:

Integrated Financial Management Information System
IFMIS refers to a unified set of financial systems, integrating information technology with processes, procedures, controls, data and personnel with a view to provide financial information to financial managers, stakeholders and decision makers to control the spending and deficit, to prioritize expenditure and to put better use of the budgeted resources of an organization. IFMIS in the public sector encompasses areas like macroeconomic forecasting, budget formulation, budget execution, cash management, debt Management, revenue administration, accounting and auditing.

Central Plan Scheme Monitoring System
The office of the Controller General of Accounts has been mandated to implement the Plan Accounting & Public Finance Management Systems(PAPFMS) also known as Central Plan Scheme Monitoring System(CPSMS) to establish a comprehensive management information system and decision support system for all Plan Schemes of the Government of India. As part of the Scheme a Sanction ID process has been instituted since 1st of April’ 08 which enables tracking of funds from the Central Government under the Plan Schemes. The system is thus able to generate Scheme / State / Agency-wise reports for disbursements under the Plan Schemes. INGAF has been entrusted with capacity building associated with the implementation of CPSMS at different levels:

  • Training on the Sanction ID generation module for the Program Divisions, DDO, PAO and Pr.A.O for both centrally sponsored and central sector schemes.
  • Sensitization of senior program managers (Directors and above) from the central ministries and State Governments about CPSMS.
  • Training for implementing agencies (under Plan Schemes) on component-wise expenditure filing on the CPSMS web portal.
